WHAT ARE OUR PARTY?
The Haitian jurist is very pleased to publish the article by the engineer-agronomist Jean-René Erich on his blog. Its text reads aloud what Jean-Marie Mondesir think within the outbreak instant political parties in Haiti.
Every pre-election period in Haiti, we mean that new leaders emerge, appearing under the banner of political parties wacky, with names fanfaisistes to run for president of this country. One wonders: Do they have a program of society, ideology (left, right, center), a team trained and competent to lead this country after the earthquake of January 12, 2010. Are they are representative within ten geographical departments? Do they have a strategy at national level that will allow them to proceed with decentralization, capacity building institutionnelles.Sont really political parties or groups of political pressure? What are their means of funding and organizational structure? On closer examination, it does not really exist political parties that are able to mobilize the Haitian people after Jan. 12. The proof is very great, after the overthrow of the Duvalier regime in February 1986, no party has a partnership program to ensure the destiny of the nation. This country has never known stability intellectuals and political leaders do not think their petty interests. Well! the agronomist Jean-René Erich paints a true picture of the current situation in Haiti, the Haitian jurist invites its readers to read this article ...
What are our parties?
Jean Erich René
The irrational behavior of political parties and their arbitrary treatment by the Provisional Electoral Council raise many doubts and raises many questions. First, we can not determine in which executives are changing our thoughts Political Leaders or their true motivations for running for President. By analyzing the objectives pursued by the various tenants of the National Palace elected by universal suffrage, we wonder as Raymond Aron in "Opium intellectual", it might be preferable to the retirement of our political parties to to reform. Indeed, most of them are mere optical illusions ie flakes of clouds that carry our Presidents at the National Palace but fade immediately after their oaths.
In the current electoral situation our biggest disappointment comes from Jacques Edouard Alexis, a university twice Prime Minister, challenged by the insider was quickly transformed into Mobilization for the Progress of Haiti (MPH) is not an alternative ideology to his Alma Mater. Osmosis policy reflects the weakness of the solvent. All nations of the world have had their periods of trial and error policy, but the Haitian transition is suicidal. Time for a revival of ideological consciousness rings. The first independent black republic in the world can offer a show also disappointing in the field of political analysis. In all likelihood we reached "The End of History and the Last Man" by title evocative of the book by Francis Fukuyama. This thesis was supported also by Hegel and Marx. Through awareness embodied in our institutions, Haiti will not return under the dominion of other settlers, but will write a new page of history.
Haitian political families now are not reliable guides for constructive action for the emancipation of our society. Engaged in struggles without grandeur, without any concern for the future of the nation, they show no distinguishing mark, as they are alike as two clubs and 50 cents. Even when trying to merge is to elect a President or if the reverse after the lead once farted in the National Palace. This lack of consistency noted in our political parties, mainly due to an obvious ideological vacuum, endorsed by the lack of doctrinal content. Ministerial portfolios, etc. diplomatic posts. are their only currency exchange. These disparate alliances weaken national life.
What ideas rectrices of our Presidential candidates admitted by the POC elections of November 28, 2010, if they take place? These are not real political entities that are in the running for the presidency. There is no need to compare because their content is unclear resist any filters. It is disappointing not being able to identify the main ideas that embody their lives. As for internal consistency, do not talk about. Our political parties are generally capped by the Kings without a crown. They have no accountability to anyone, especially on financial aspects. Even when regulations require the party elections, the choice of Dr. Erick Dunois Cantave the majority as Secretary General of KONAKOM, was arbitrarily dismissed. Hence the outgrowth of KONAKOM Renewal. This staggered conformation is also observed at level of other political formations in ruins with the death of Secretary General. Gerontocracy killing our political parties.
Definitely must bring order in the house, trying to instill in our political parties specific concepts that can serve as a body of theory for the formulation of a political ideology to bring forth a program in line with the wishes masses. You can not get up one morning and decide to found a political party that exists only in name. So the pit is filled with electoral weeds identified under the following names: platfom Désanm 16, Renmen Ayiti, INIT Penh Lavni, Fos 2010, Acra, KLE, Solidarity, Mouvman Wozo, responses Peyizan, Ayisyen Pou Ayiti, etc. Fo Ansanm Nou. What political hodgepodge! The decree of CNG or National Council of Government defines a political party as an "association of citizens united by a common philosophy or ideology it seeks to achieve a goal of conquest and exercise of power. The political parties are required to ensure the governance of the country alternately through free elections. "
During these twenty-four years, the democratic transition never took place across the Government nor the level of political parties. Democracy becomes Pluralism and lure a true chimera. There is a constellation of political parties without a compass or government program, without any democratic structure hierarchy. Hence the fragmentation of the population of voting age and the inability of the parties to finance their operations through membership dues. It also follows a lack of information and voter education for the realization of a new social order. The gathering of several political groups in 3 or 4 parties would be more financially viable and politically representative of a fringe most of the population able to influence in a consensual manner the verdict of the polls. The Haitian government could give them some subsidies to cover expenses essential to their functioning
The outline of our political parties is very poorly defined and cracked hyphenation. We want to polarize the left and right, unfortunately the daily observation reveals that the heart of our party leaders is left but their pockets are on the right. The political landscape of Haiti suffers harmful foreign influences. Yet the teaching of our ancestors had already existed in almost all political contemporaries. We have to take a strong national and legitimate our political parties. It is dangerous to disseminate political ideologies in Haiti unrelated to our social realities. If we deploy a color gamut of our political parties in the race for the presidential elections of 28 November, few would have differentiated separately since they belong to the same range. Indeed, they have no role in the political arena, hence their unpopularity. We must rebuild our political parties on an ideological basis by requiring:
- The drafting of a Constitution by democratic criteria
- The organizational structure of the Party
- Anchoring preferably an ideology of national allegiance
- A policy defining the program objectives as well as ways and means to achieve this during the presidential term.
- The mode of governing bodies and renewal of basic cells.
- The mechanism for selecting candidates in the Party for the presidential, parliamentary and local
- The financial management system
Party Elections in Haiti become a big business, involving drug traffickers. Such sources of funding transform Haiti into a state where the offender our parliamentarians, our commissioners and our police officers are anchored in the crime to the necks. Even justice is forced to capitulate to drug lords seeking impunity in immunity. The independence of the PRC must be guaranteed. Its members can not be placed under the scalpel of the Grand Wizard of the National Palace. The draft for Jacques Edouard Alexis, ultimately, it will be very unfortunate. "I embrace my rival for better ..." Jean Racine. Some candidates did not discharge, others have criminal records or have not resigned from their duties within the prescribed period by the Act. There are those who show a head of notorious criminal. All applicants must be subject to the same selection criteria. This system of variable generates conflicts. Apart from all sides badly cut by the PIU, guided by Préval, the list of candidates admitted to the upcoming elections of 28 November 2010, Charles Henry Baker and Hyppolite Mirlande Manigat are the only valid candidates. Sak pa Kontan, mete straw! Our existence as a nation is threatened. To subtract its cankers Haiti after the election reform our political parties on a more rational basis.
