Creation of the Bar of the Bar of the Slopes - South Department of Haiti
The Bar Association of the Bar of the Hills was created Tuesday May 4, 2010, at a meeting of an assembly composed of judges chaired by the dean and a meeting of lawyers. The bar is managed by a board elected for two years by the lawyers present: Jacques LETANG, Barrister, Jean Roger LAWRENCE, Secretary General, Mr. Joseph Latice Briel, Treasurer, Mr. Rousse CELESTIN, Counsellor, Daniel LETANG, Counsellor. The bar is composed of six lawyers and activists charge is to encourage other lawyers to register on the chart order.
The creation of this bar is a key initiative for the proper functioning of justice in the South Department of Haiti. In the example the jurisdiction of the Slopes, litigants Haitian provinces have often no access to counsel. The jurisdiction of the Court of First Instance of the Hills since 2003 and operates without the existence of a bar, however, required by Article 3 of Decree of 29 March 1979 regulating the legal profession. This absence and the absence so far of law firms are the source of numerous violations of human rights and abuse of authority over rural populations.
In this context, we are convinced of the importance of the active and structured lawyers activists from all jurisdictions. Beyond we would take into account the physical realities of individuals and implement, in partnership with local authorities and community groups, legal assistance services to ensure legal protection to any person, regardless of its resources and place Housing, pursuant to Article 8 of the American Convention on Human Rights of 1969, dealing with judicial safeguards.
The creation of this bar is part of a broader dynamic driven to the southern department to respond to the disaster of January 12, 2010. This disaster, which devastated the capital and caused a massive influx of population to the provinces, requires rethinking the social, political, economic and judicial system of the country, notably by strengthening local structures.
